18 yr old paying bills. Is this ridiculous?

First, I am very willing and able to help with the bills. I just turned 18 and I live with my 66 yr old grandmother and teenage sister in a small 3 bedroom home. The phone bill ranges from $100-$400, the light bill goes from $98-$150, sometimes the water is $200, cable is $92, and the groceries range from $80-$150

The phone bill ranges from $100-$400, the light bill goes from $98-$150, sometimes the water is $200, cable is $92, and the groceries range from $80-$150 PER WEEK. This is the bill for only 3 people.

Is this the average household bill for you or is this just ridiculously high? My grandmother doesn't like to listen but we really need to save money and stop wasting money on things we don't need. How can I attempt to lower the bill and wastefulness without coming off as bossy?
On the phone bill, there's only one line which is the landline. My grandmother spends at least 5 hours total on it talking to friends and her sisters.

Demand to see all the bills if you're chipping in, and work to see how you fix things to be cheaper. Phone definitely should *not* be in that range – I'm guessing someone is abusing their data plans here in which case they should stop. Lights simply do not cost that – I have electric baseboard heating in Canada, and I'm only paying $150 a month for *all* electricity. Right now I'm not even consuming 10 kW/h. Cable is about that if you've got a huge package you can probably downgrade. Groceries does run about that as well, especially for 3 people.

A $200 water bill is total BS, Light bill is reasonable and so is cable… as for groceries $150 is a bit high.. ours is around $100

Phone and cable could be cut back and the groceries would be high at $150/week.

Cut the cable, get a landline that does not vary, get rid of the cell phones and find out why the water bill is so high.
