Can a food establishment charge extra to rush your delivery?

Just as amazon charges a standard delivery fee and give an option to get your item faster ( 1 day delivery) for example, can a food establishment do the same?

If the standard delivery time was let s say within 45 mins, can a restaurant charge an extra fee to let s say deliver within 25 mins?

They can even charge extra if the delivery person has to climb more than 1-2 flights of stairs

Sure, why not. They can charge whatever they want to charge. In the old days, this was up to the customer… I mean, if you wanted special treatment… you "greased ($) their palms". Optional. If they want to make it standard, that's their choice.
