No. You can only use those, if you qualify, for property within the US. Unless you legally reside & work in Mexico, expect to pay cash for the property. Check everything carefully! You need a lawyer to ensure title is clear, etc. Lots of weirdness in Mexican property, title complications.

If you are a US citizen, you will not be able to mortgage a house in Mexico
with any type of US loan.

No. You must be a mexican resident and those loans must be kept in the US
