Does someone who earns less than 5000 a year have to file taxes if they are 30?

$10350 and unless you had income tax withheld, you would not have to file at all
if you want the income tax refunded to you you must file a tax return, and you can do that easily at www.irs.gov under free efile, all you need is a 1040EZ

Otherwise, probably no, although there are exceptions.

Filing taxes have everything to do with income – not age. If you earned the money at legitimate jobs where they are going to be mailing you a W-2 or a 1099, then you had better file. The IRS will get a copy of the W-2 or 1099 and they will be expecting it.
