Hi .. just sold an item on eBay through a straight auction. The buyer contacts me immediately so say that he cannot pay until 48 hours later, i.e. when he gets his pay.

I would always expect a bidder to have the funds to cover the deal on the day. However, I have replied stating that is okay and I anticipate payment will come in 48 hours.

But what options do I have at that point if there are still insufficient funds to pay? Can I offer a second chance purchase straight away ( i.e to the second highest bidder ) ? And what happens with final value fees?

Expecting payment the same day is unreasonable. Read eBay 's policy on it. I usually pay immediately but, if I have not been in my Paypal account for some time and it got shockingly low, it takes 5 business days (they say 3-5 – it is 5) for funds to transfer from a bank account. If they do not pay within the time eBay allows, then you can cancel the transaction and ask eBay for a refund on your final value fees. However, contact them at least two days before – with a reminder, item has not been paid for. Sometimes, people forget they bid on something and did not realize they won. It happened to me once. Fortunately, about 7 days later, I saw the item outstanding, won and not paid for. I immediately paid and sent an apology to the seller. A pop up will ask you whether you want to offer it on a second chance purchase if the transaction does not go through.
Ziff Spiffington:
send an ebay/paypal invoice bill immediately – in the future , put in your auctions that items must be paid withing 24 hrs of receiving invoice – if buyer flakes out and doesn't pay, file a complaint against them and then contract ebay to cancel the auction and get your fees back
Flower:
No, you are wrong. Buyers dont have to pay immediately. You can file Unpaid Item claim on the 4th day. Then you can offer Second Chance to the other bidder. If you re-list it right away you dont get your seller fee refunded.
Denzell:
You need to say the item was lost or just say **** him
