I don't think you can. Money order is Money. If you lost it, then it's like you lost your money. Re-issuing means you are buying another money order. You will pay the same amount again + issuing fee.

Tricky one here and depends on who issued. There will definitely be a fee, but they may also require a bond (like banks do for certified checks). You need to contact the company that issued the bond, I really hope you have your receipt.
You have to contact the issuing company, have them cancel the original. Often, they will then have you purchase a new money order again. There is sometimes a cancellation fee.
