How to fix my own town?

im really striving to make my city nice and successful. it has been a big ghetto for the last 35 years. a bunch of abandoned buildings, old businesses that are abandoned, apartments that are crumbling down with the windows shattered. people dont cut their grass. there are no jobs. schools are shutting down. im only

im really striving to make my city nice and successful. it has been a big ghetto for the last 35 years. a bunch of abandoned buildings, old businesses that are abandoned, apartments that are crumbling down with the windows shattered. people dont cut their grass. there are no jobs. schools are shutting down. im only 22, but i know the history of this city. in the 60s, business was booming. the steel mill was huge, it has a beach. people wanted to actually come visit and tour the city. now people are leaving the city at a fast rate. the population used to be 200,000. now its only 95,000. too much crime and violence in the city. i want to fund something to rebuild the city. i dont know where to start. i dont live their any more, but a lot of does. or had used to live their too. and i wanna connect with all my family members to get supporters in backing me up to help the city get back up to quality standards. but idk where to start. im broke too. but im thinking of getting my family to reach out to everyone that they know in the city and try to get them to also be a part in lifting the city. my first idea is for everyone to donate a dollar and get enough money to tear down these abandoned buildings thats just been sitting there crumbling down. do you think thats a good start? and then when after thats accomplished we need to build school and create jobs, businesses, etc
i just have to get in contact with the local government to partner with them and let them know i wanna build a foundation and charity in the city

Your town seems to consider setting a population goal that is realistic. Then work through a police force that I think would be more effective with a pro rata number of officers who are of color. Guess, most people wonder why cities and really more towns in rural America don't die. In your question you mention 90,000 so I guess you and several thousand others want put your town and your lives back together. Tax credits?

sounds like you want to start a non profit organization to improve your city, this will mean you need some people to work with your organization, get some funding(might actually get some kind of grant money from the gov't or companies like the utilities who support charities) you will need to get a 501(C)(3) designation from IRS and present your proposal to everyone in the community
if they don't have jobs they aren't going to be ready to spend any money fixing things up but if you get the funding that money can be used to tidy up yards, replace broken fences, paint houses et al to make it more presentable
you will need to get groups of volunteers to work to get these things fixed up
however not living there is going to be a big problem for you

that's a really nice idea and all….but it doesn't work.

You need to change focus and look at what you can do to make your own life better. trying to "fix" a town that has already served its purpose is really just not going to help you.

No one's going to donate a dollar except to a properly organised and legal charity with a number of staff, which it would take you years to set up. And there will be existing organisations who are working towards your goals, go find them and join one.

First thing you need to do is get rid of the crime. Start looking at who commits these crimes. And start lobbying your mps, get hold of the newspapers, start making a noise about crime. If it's gangs, you will need to look into options for kids, so that they don't get into gangs.
One that is taken care of, the rest will follow.
