Since you paid no income tax, you have nothing to file for.
your 1099 is self employment income and is considered earned income
your SSDI is not earned income and could affect how much of your self employment would make you eligible for the EIC
you file your tax return, the 1099 is on Sch C and possibly SE where you calculate your self employment tax
obviously you have not prepaid anticipated taxes on a 1040ES each quarter so it would appear no tax of any kind has been paid
depending on how much your actual earned income will be determined might result in some refund but likely not since you owe self employment tax
you need to file whether you get a refund or owe, this 1099 income needs to be reported,IRS knows about it and expects it to be reported

If you mean money that the government sends to you, that is called a "refund", not a "return", and no, you can't get one.
It is possible to get a refund with self-employment if your tax owed is less than the amount of credits. Without knowing how much the 1099 was for, and how much SSDI you receive, it is impossible to determine whether you will get a refund or owe tax.
If you have more than $400 profit from self-employment, you must file a tax return.
The income on the 1099 is earned income if it's in box 7, and isss eligible income for EIC. SSDI is not.
A tax return is returning money that was paid into the Internal Revenue. Did you pay any takes in 2016? If the answer is no then probably not.
