Internet marketing.Business scam or not?To good to be true?

So I'm into IM(Internet Marketing) and I participate in a online forum that's dedicated to IM and I received a random business proposal on there.The guy told me to friend him and Skype and fast forward he tells me about his project and he tells me he'll split the profit with me 50/50 He say's ill be

So I'm into IM(Internet Marketing) and I participate in a online forum that's dedicated to IM and I received a random business proposal on there.The guy told me to friend him and Skype and fast forward he tells me about his project and he tells me he'll split the profit with me 50/50 He say's ill be making 200$ But this all sounds to good to be true.He just needs me as a English speaker and he told me his project and his website(which was a demonstration) So he doesn't seem like a scammer or anything he didn't ask for any of my details.He even said that we could use my paypal account and I could send him the money when we receive it.What do you guys think?It all sounds to good to be true.
Here's a note. I'm literally broke and I have no money in my bank account or paypal account at all.
I'll be the one dealing with the money myself. He says he's 5000$ in debt. What do you guys

Update 2: This doesn't add anything to his credibility but he's been a member on the site for 5 years

If your wondering how he would pay me. He said I would handle the money myself and He would expect me to send him the money "if we paid"
He says I would be talking to Lawyers and trying to pitch them and idea we would split the profits 50/50

Jake: You haven't really described what your contribution would be, does it seem like the sort of message that may have been sent to hundreds?

If he admits to being in debt, I would doubt any of his earning claims.

sounds like the one where he sends you a fake check,, ,and you send money back to him,,, or
the one where he uses stolen credit card numbers to send items to your home? for you to mail out?
