Is it true that you're expected to tip massage therapists in a retail service setting but not a clinical/medical setting?

Yes but tips shouldn't be expected. If you felt that they did enough to earn a tip then tip them. They usually get paid per hour, you're not obligated to give a tip. I see giving a tip as way to let the receiver know that they did a good job.
Both of them get paid but in a salon setting it's more of a service, so you should tip them.
I have a friend who worked as a massage therapist. The spa charged about 35-40 per hour for massages, but paid the therapists about 9.00 per hour.
Sounds right to me.
