I was contacted by a talent manager at NY Model Management group. She said that she was interested in representing me but said that I would need more professional photos for my portfolio and headshots. She recommend 3 photographers, but the price of the shoot would be over $1000. When I asked if she would be able to recommend photographers with a lower price she emailed me back saying that the lower price photographers have lower quality work and would hurt my chances of getting a job.
I do understand her point, but am hesitant to whether or not this is just a scam.

Please Help!!

There is a real agency called New York Model Management but they do not make you pay for any photos before you have signed a contract with them. They also have connections with photographers who will do TFP shoots
Are you sure you are in touch with someone at the real New York Model Management?
New York Model Management NEVER contacts people online if you have not already submitted photos through their website or attended their open call. They also ALWAYS see potential models at their office so they can see you in person, measure you, AND take a few test shots FOR FREE. If you have never been to their office then it's a scammer using a real agency's name

Have you even gone to their office for an open call?

"You can meet with New York Models scouts on the following day:
Women Only – Thursdays 10:30am – 11:30am
Please bring with you current snapshots – they do not have to be professional photos. Women should be between 5'9" and 6'. We do not represent mature models.
Address – 596 Broadway, 7th Floor
Subway – 6 train to Bleeker St., N/R line to Prince St, F/B/V to Broadway/Lafayette "

Their phone number is 212.539.1700 — is that the number they contacted you on? Is the email they are sending you from @newyorkmodels.com?

Be careful as the internet is full of scammers pretending to be scouts from reputable agencies. Scammers have been contacting people pretending to be from New York Model Management since at least 2012

Always CALL the real agency or visit their office if you have been contacted online by anyone claiming to be from them. In 99.9% of the cases, the agency will tell you that they did not contact you and they have no such person working there and to call the police

But a first rule of thumb is, you NEVER pay for professional photos before you have been to the agency several times and singed a contract with them. Never pay upfront

it is a scam to get you to pay 1000 for photos, Google the photographers and look for review, then contact the Better Business Bureau and ask about the model agency and all the photographers recommended
Bob:
