I know I m late starting to track my credit, but I am on top of it now. What are my odds of being approved to lease a vehicle with this information?

Based on your posting, I'd say a very slim chance of getting the lease. The damage to your credit has already been done. Paying off the collections will help – maybe 20 points (anyone's guess). It's going to take 2-3 years for the old information to lose its value when you apply for a loan. Old info is less important than recent info.
Freescore:
You must try to pay off the collections account first. The chances of you being approved for a fresh line of credit are grim till you have the collections account showing up. Even if you are appoved, you will be charged a higher rate of interest. Best to first finish off the collections and simultaneously build a healthy score with your new credit card.
A Hunch:
Your credit is not poor due to not having a credit card.
Your credit is poor because you couldn't even pay a small loan back.

I don't understand your thought process. You have to make "monthly" payments on a $400 loan. How would you ever be able to afford a car and insurance???

YOU ARE COMPLETELY ILLITERATE WHEN IT COMES TO MONEY MANAGEMENT.
You are not "on top" of your credit.

ZERO chances here legally obviously.
Smart informed educated kids BUY cash cars NOT get fleeced with a lease

It would be bad in any case, but it's even worse because you are applying for a credit card. You cannot get a credit card with that credit score. In additional, applying for a credit card always lowers your credit score, so it will be even worse.

Erik:
Why would someone in your situation want to lease a car? Go on craigslist and find a car you can afford.
tro:
you don't have a lot of liabilities but your score is not that good and unless they are really anxious to get another lease committed, on the basis of your good earnings record, chances are slim
MadMan:
Zero.
