Whats the process to get payed from the Alaska government to claim residency?

i have already created a myalaska account do i haft to move there next becuase thats my next step

You're doing it backwards.
You need to actually live there for a year to get the dividend. Having a myalaska account doesn't mean squat since you aren't eligible for the Dividend yet.
You need to move before January 1, 2016 (and live there for 2016) if you want to apply in early 2017 for the check that comes in the fall of 2017.

Just having a myalaska account doesn't matter. You not only have to move here, but you have to have lived here 1 full calendar year (Jan-Dec) before you are eligible to apply for the dividend. It's a once/year payment usually in October. Applications are due in the spring.
