When I lived with my mom I used her credit and said ill pay it back,dont want to pay it due to various reasons,do I legally have to pay it?

Why on earth would you even think that you don't need to pay her back? You owe her and that personal loan should take priority over your doing anything else you WANT to do aside from paying your rent, utilities and buying food for yourself. You just don't want to pay her back. Period. That money you owe her should be your #1 top priority in paying it back.
