Which 1099 form do I need as a property owner who wants to deduct contractor coast for an addition?

You don't deduct it. Keep the receipts – you can add the cost to the basis of the house when you sell it, but nothing before that. If you owe tax on the sale of the house, it would help you then.

Unless it's business or rental property you can't deduct the cost of an addition. Even if it is, you can't deduct it anyway, it has to be depreciated. If it's for your personal residence or vacation home it's not deductible and individuals don't issue 1099s, only businesses do.
